The routes

  • Pension Credit recipients are typically within the benefit-based eligibility for ECO4 and many council Warm Homes: Local Grant programmes.
  • Pensioners on a low income without Pension Credit may qualify through council income thresholds or flexible eligibility.
  • Pensioners above the thresholds are generally not eligible for funded insulation, though winter energy support may still apply.
